Preschool Expansion Consultant – RFP

Purpose

High Rockies Community School (HRCS) seeks a qualified nature-based early childhood education consultant to support preschool program development in anticipation of expansion in School Year 2026–27.

Scope of Work

The selected consultant will provide up to 15 hours per month, from project award through preschool licensure, to support the following activities:

• Licensing guidance and early childhood compliance support
• Guidance on outdoor learning environment design and setup
• Design of a nature-integrated early childhood curriculum
• Staff training and instructional capacity-building 

Contract Term

• Duration: From project award through receipt of preschool licensure and hiring of a preschool director (anticipated hire in Summer 2026)

Location & Travel

HRCS prefers a consultant located in or near Park County, Colorado, or otherwise able to travel to the school site for occasional in-person meetings, such as site inspections or outdoor learning environment reviews.

Submission Requirements

Interested consultants should submit:

• A brief statement of qualifications and relevant experience
• Proposed hourly rate and any applicable fee information
• Confirmation of availability to meet monthly support expectations

Federal Procurement & Compliance

This procurement is funded in whole or in part by a federal grant and is subject to applicable requirements under 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards).

• HRCS will conduct this procurement in a manner providing full and open competition.
• Consultant selection will be based on qualifications, experience, availability, and cost reasonableness.
• Contract award is subject to verification that the selected consultant is not suspended or debarred from participation in federally funded projects.
• HRCS reserves the right to reject any or all proposals and to negotiate final contract terms consistent with federal requirements.
